Yeah, there are laws in most of the states in which I've driven in. There are signs everywhere that say "stay to right except to pass". I really hate the areas that haven't banned semi's from the left lane, now that is a serious pain. When you have semi's in every lane, all going the same speed, or it takes them like 5 miles before they pass one car.
I usually make it a point (if I can do it without endargering myself or others) to go around them in the other lane, but be blatently obvious that I shouldn't have had to do that.

I saw an unfortunate thing 2 weeks ago coming home from work. A woman was driving in that left lane doing the speed limit at rush hour blocking up the passing lane. The slow lane was going the exact same speed and so there were a bunch of angry drivers for about 10 miles. All of a sudden, a car in the right lane cut over behind her, I think to get her to move. Well, there wasn't enough space, so there was impact, and she hit the median, then the rail, inadvertently pulled a 180, bounced across the highway traffic, hit the other shoulder, ran in the ditch, then flipped on her roof. She and her toddler in the car seat got out, safe, before the car caught flame.
I'm pretty sure she won't be driving in the fast lane anytime soon.

I have extra wide mirrors in my car, and I like to see your neck veins bulge as I travel at 50 in the fast lane..., and just speed up enough so you can't pass me when an openning occurs.
A plasma cannon won't hurt my 66 Dodge pickup, the rust absorbs the plasma energy.
Most states have a rule, that says, that if someone is following you dangerously close, you should move to the slower lane, but if you cannot safely move to the slower lane, SLOW DOWN TO REDUCE THE DANGER.
You should read your traffic laws.
BTW: Nice neck veins you have there.
SIDENOTE: I hope that nickel I tossed out the window while you were tailgating me didn't crack your windshield...

Bump drafting. Works great in NASCAR races.
I usually ride someone's bumper for a while and if they can't take a hint, pass them on the right, then cut back into the left lane a couple inches after my back bumper has cleared their front one. I was driving from Missouri to Virginia once, and these two young guys were driving 55 beside a tractor trailor in a 70 mph zone, on purpose, holding up at least a dozen cars. When I finally got around them, they were laughing at all the rage they had caused, so I threw my half-eaten sandwich at their car.
I don't suffer from road rage... I enjoy every minute of it.

Keep your distance and pass them on the right at your earliest opportunity.
If you make it known that their slow driving is making you angry, they are just going to mess with you (slow down, tap their brakes, hit the windsheild washers, block you from passing, etc).
Life is too short to get angry at traffic. Put on your favorite CD, pop a couple prozac, and get on with your life.
And before you ask, no, I'm not a slow driver (quite the contrary), I just don't let stupid stuff like this bother me.
------------------
inspiredbyme... seems like you are viewing that incident from the wrong angle. A law abiding citizen and their toddler was nearly killed because someone else on the road couldn't be bothered to go the speed limit (or pass them safely). Seems like the other driver should have been charged criminally.

I like the grille mounted plasma cannon. Great idea. Where can I get one.
What I do, seriously, to a slow left laner, is flash them a few times (flash-to-pass). If they don't get the clue, I go around them on the right (technically illegal, but so it traveling in the left instead of passing, so it balances out lol).

I just pass on the right. It's no more illegal than tailgating to force them to move over.
