This person had a tourist visa which was good for 10 years, she recently had it confiscated at the airport. All of her children are American citizens, she never bothered becoming a citizen.

Honestly, no. I can't say that I have. They must suspect the person of something.

If I were the person you're talking about I would call immigration and try to find out why they wouldn't allow me to leave. If I didn't get any cooperation from immigration I would hire an attorney and force them to give me some answers.

Here is what I found on a 10 year visa:
TOURIST VISA: Valid for 6 months to 10 years. Ten (10) year visa is available only to US citizens under a bilateral arrangement. Irrespective of the duration of validity of visa, on each visit maximum period of stay is limited to 6 months (180 days). Multiple entry visas are given.

A ten-year tourist visa does not allow a person to live in the US for ten years, as you know perfectly well. It allows the holder to travel to the US as and when they want or need to for short visits. It can be confiscated at any time by CBP if they believe that is it being mis-used - for example, the "tourist" is living in the US.

If she's not permitted to leave the US, it's because she's in immigration detention or else they've confiscated her passport for a good reason. Anyone is welcome to leave, any time.

dont really understand, but from what it sounds like is her 10 years where up and she still wanted that ride in america, she should have became a citizen 10 years is well enough time to do it and most of all becsaue she had anchor children here

It is called racial profiling.
This would have occurred whether she was a citizen or not. But, she would have had some leeway, if she or he made an effort to become a citizen.
