The various religions of the world do seem to lose a bit of their ability to convince when viewed all at once from a sociologial standpoint. This inability is one of the reasons that I'm an atheist, but I don't necessarily suggest that you consider adopting the same belief. If you're worried about being happy in this life, look around and find a religion, or lack of one, that makes you happy. If you're worried about what's going to happen when you die, I suggest doing the same. You'll not get the same opinion from anyone on this question - it gets down to the roots of why we have different religions in the first place! People have many different views of what happens when we die, and what deities are reponsible. As deities have proven themselves to be, well, un-provable...an agnostic standpoint might be your best bet. I doubt anyone is going to convince you of the answer to this question besides yourself. Christ had the final say on the rules. He made them all of none effect, when he died for sin on the cross a while back. Now, if any religion or denomination tells you that you need to go forth and "do" this, and "do" that.... (whether it be to walk an aisle in front of a church and pray a prayer, or take part in a sacrement, or an ordinance, schedule, behavior, law, etc) they're leading you down the wrong path.
Believing in the shed blood of the Son of God on the cross, how it is enough to pay for your sins, and that it has already completely paid FOR your sins, is how you enter heaven blameless and holy before a perfect God in thought, word, and deed.
He counts your faith in his blood as righteousness. You recieve favor in your behalf. Unmerited favor that you don't deserve. And I don't either, nor does any person on the face of the earth. But that's why that was done...for our sakes. Now, we just believe, and allow what's been done to save us, and give us eternal life.
Out in the everyday world....you will hear everything but that though. You will hear how you need to eat a wafer called the "Body of Christ", go to Confession, Pray 5 times a day, Pray to millions of Gods, Pray in Tongues, stay positive, just be good, join a church, be nice, live a good life as much as you can.... you know...all that stuff. All those things, as great as they sound... are not trusting in what's already been done for you. They lead you straight into hell.
No priest, pastor, person, male, female, Gentile, Jew, Muslim, etc has the final say on the rules. Only the bible has the final authority. Read that, and you'll find only one God in there with the power to get you and the rest of the world into heaven. Everything else is a lie.

The rules for getting into heaven are very clear. 12,000 from each of the 12 tribes of Judah will go to heaven, and the Christians will number as the sands of the sea. Basically, You believe on Christ, ask forgiveness for your sins, and endeavor to not sin. In other words, Get saved, and do your best to be the absolute best person that you can be. In that, remember that Jesus WHIPPED the vendors from the temple. So, don't mistake being a Christian for being Weak!!!

No man on earth has the final say on this. Although many would like to make you believe they know for sure how to get you into heaven, sadly they don't. The only thing you can do is read about everything and figure out what makes the most sense and feels right to you. And don't let people scare you into making that decision.

As for all other so-called "heavens" or "afterlives", these are the ones that deceive mankind. Christ IS the only way to the ONLY Heaven.

I'm sure that many reading this are laughing at such a cliche-type answer, but hey, the validity of it is still true! There is ONE Heaven, ONE hell. There is ONE way to Heaven; ever other way leads to hell. That one way to Heaven is Christ Jesus. Cliche or not, I hope this helps, and God bless!

The 10 Commandments were written in stone by God. - Humanity actually has the final say, individually of course ... you have a choice to follow the 10 "rules" or not to.

The only person who has the final say is our creator himself and not any man or organization he does the picking and chosing and what we believe or not we dont have a say in the matter however we do have a choice that is to trust his judgement or not as far as paradise that is another matter if we follow the teachings of his Son Jesus we can be in that Paradise and to distinguish himself from the millions of gods and other dieties worshipped he has given him self a name he wants to be called by look in you OKJV at Ps 83:18 his name is recorded 7,210 times in the origianl writings of the Bible in Hebrew and Greek check it out have fun Gorbalizer

There isn't a list of rules.
What one must do is clear: Accept the free gift of salvation God offers through his Son.
No one has the "final say" but God. And, again, there aren't rules. Just take what he offers.

every religion boils down to the fact that there is only one supreme maker or God. that would be based on fact.
I follow one rule "It is better to believe in a god than in the end,find out that there isn't. Than not to believe in a god, and find out that there is."
