Most sites that offer free downloads are safe.
Its P2P downloading where the real dangers lie.
It is true with some free downloads that there is adware and spyware.... you can check out a particular title by googling it before you download.
Also, please note that there is a difference between "free software" and a "free download". What many sites mean by a free download is that they dont charge you to download the program or file, but it may be a commercial trial, or shareware, not neccessarily freeware.

For you needs, I would recommend open office, which is free, for the writing part, http://www.openoffice.org and one of the below programs for the artwork, all of which are free:

You will want a desktop publishing program for layout once you have the writing and artwork done. Adobe InDesign is best, tho spendy. You might research alternatives.
