Welcome to the world of puppy teething! Things will really start to pick up in about 6 weeks when he starts loosing his puppy teeth! One thing you Can do is provide him with alternative toys to chew on - nyla bones, kongs, squeaky toys - rubber and plush - and be patient. Don't make a big deal out of it. When he starts chewing on you, firmly tell him NO and give him something else to chew on. It sounds like you are set, just present it to him now as an alternative to people. Beagles (most of them I have been around) love food. If he insists on chewing on you, put a small sticky treat in a kong and have him chew that. Don't make it a reward, though! THat will reinforce the bad behavior. You can try this Prior to him settling in to chew on you.
BTW, I think he chose you as his person if he is chewing on you a lot!

Definitely try the nose tap first, paired with a loud noise. The startle effect usually helps break a bad habit. If that doesn't work, hold down his tongue when he tries to chew or bite you. It sounds kind of gross, but it's really annoying for them and kind of gags them. That breaks the habit quickly.

Grab his nose, hold his mouth shut and say NO very loud if that doesn't work use two fingers and give a firm tap while saying NO

seriously, never physically punish a dog, they dont understand it, you should yelp when he bits you then hold his mouth if he continues

you need to physical punish it NOW...before it is getting too old to be trained. Later when it get used to it, you will find harder to train it.
