I'll tell you from a guy's perspective - we all USED to think it meant she was turned on and looking at us was a come on, but I just read a Q here yesterday that suggests that women NEVER think of it in that way and mean absolutely NOTHING by it when they do it.
So maybe no guys will think you mean anything by it and they'd ignore you? Or maybe the lucky ones never read the Q yesterday and they'll think it means something (like I used to) and then you can have some fun with the guy?? Not sure what to think.

To me it is a gentle playful gesture.
Most healthy hair is soft so it most likely feels a bit reassuring.
And also, I think it is just an absent minded habit with some ladies.

Watching a girl play with her hair makes me crazy. It doesn't matter if she's looking at me or not... If she does look at me, I don't really think much at all... I just sort of lose it I guess. But it definitely tells me she's flirting, and I'll probably make a move.
