Is it Legal to go to Raymondville, Texas without an immigration permit (I-94) I mean, just with the B1/B2 Visa, just like go to brownsville, mcallen or harlingen?

Are you talking about crossing the border with a B1/B2 visa? If you have a visa, you can enter the US through any means, and through any airport, seaport or road - although you must pass through CBP inspection, if course. An I-94 is what CBP puts in your passport when you enter legally. The visa gives you permission to ask for entry; the I-94 shows that you were allowed to enter. Then you can go anywhere within the US that you want to.
