if he truly likes you he would make every effort to date you whether you are popular or not it sounds to me like he is just not that into you you will eventually find someone who likes you for you and I promise if its real he will bend over backwards to try and get to you which is not the case with this guy so move on

Don't sweat it. When you are in college, dating is totally different. There is no most popular kid anymore, so it doesn't matter. What works then is being straight foward. Be strong, and don't wait for him to come to you. Go up to him, say hi, see what he is doing this weekend, and go from there. The worst you can hear is no, but isn't that better that being in limbo? Trust me, he is not the be all end all of crushes. You get stronger with each one.

By the way he acts towards you; if he flirts nonstop, smiles at you all the time, stares at you from across the room...small things like that can determine his admiration for you. If you like him, go up and strike up a conversation. Make friends with him, and see how that goes. If it goes well, try going step-by-step to try to get closer to him (if you like him that much)
