With friends of mine in this situation, they get frustrated because:

#1 Often the person isn't really listening and/or...

#2 Is extremely sarcastic in stating that they don't understand them and/or...

#3 talks to them like they have an IQ of 2.

I have witnessed combinations of the above on many occasions.

Well, speaking from my experience living in Korea, I know I get frustrated when I am trying to express myself in Korean and the person can't understand. I think it's because I am trying my best to say something in their language and they still can't understand me. There are some sounds in the language that are really hard to master for an English speaker, and if you can't reproduce those sounds you may not be understood at all- which can be very discouraging when you're learning the langauge or when you just want to say- order a meal at McDonald's.

Why do native English speakers get angry when they can't understand people with heavy foreign accents?

So much anger! Haha.

Maybe it's better to write down something after you've repeated it three, four times :D

I have a foreign accent but usually people like it. I don't get mad whaen thay can inderstand me, what can I do? English is my second language, and I'm proud I can communicate in more than one language.

it gets frustrating, when learning another language and trying so hard to communicate and no matter how hard I try , I can't seem to get the pronounciation right.When I want so much to be understood and to understand you, sometimes you will speak so fast or with slang that I can't keep up or follow or learn and I feel stupid when I can't understand you.If you ever live or visit a country for some time then you will understand. How was it for you when learning your second language?

Because they are frustrated (primarily with themselves) with the situation. They are attempting to communicate something they feel is important (or looking for information) and the inability to do so triggers anger/frustration/rage.
This most likely stems from feelings of inadequacy and feeling out of place (uncomfortable).
Be patient, be nice (in a similar situation elsewhere on the planet you could well feel the same).

It is frustrating to be not understood. The more it happens, the more frustrated a person can get. How long would you last without any frustration if you could not speak the local language well enough to be understood most of the time?

Perhaps they're frustrated that they can't make themselves understood. Or perhaps they're frustrated because other people can understand them and it just seems like their interlocutor at the time doesn't understand.
