While I am sure that NASA does employ civil engineers (not just engineers who are civilians), there are currently no job postings for the 0810 series (federal civil engineering positions) within NASA. In the future, you can check for yourself by going to the website that I listed as a source, and search for jobs in the public job search area.

Yes, NASA does recruit civil engineers. In fact, I'm willing to bet most of them are. NASA is a civilian agency, not part of the military (although they work closely), and probably only the astronauts themselves have military backgrounds (but I'm not sure it's a requirement.)
