Every state, excluding Hawaii apparently, has some form of state police. Highway patrol is one kind, usually part of what is called decentralized state police. That simply means that there are two kinds of state police, such as in Colorado: the Colorado Highway Patrol, and the Colorado Bureau of Investigation. These are two separate agencies.

New Jersey, on the other hand, has what is known as centralized state police. The New Jersey State Police has both a traffic and patrol division that, among other things, patrols the highways, and then there's the division of state investigators. All under one agency.

OK kids, Texas has the "Department of Public Safety" as their highway patrol, and Hawaii does not have a highway patrol or a State Police... Each Island there is a separate county, and is policed by their own departments, although they patrol their highways as well. Sometimes, the highway patrol goes by another name...State Police.

Hawaii is the only US state that does not have a highway patrol or state police division. The Texas Rangers however, were the first State Police division created in the US in 1823, but became the first nationally recognized state police agency in 1845 when Texas was admitted to the Union.

Hawaii...they do not have a state police. I was on the island of Oahu for three years and everything was handled by the Honolulu Police Dept.

I'm not sure, but I think it is Texas. They have the Rangers. I do know that at my cousin's funeral (he was a Missouri Highway Patrolmen who was murdered) that we saw H.P. from Wisconsin, Virginia, Illinois, Ohio, California, Washington state, Arkansas, and several others.
