You can't get one entirely on your own but there are many companies that will let underage high school and college students get a card if it is cosigned through one of your parents (I got mine through Capital One when I was a student, but do some research into various companies and find out who offers the best deals).

Yes. Go to the Student Union and you will see all the credit card companies waiting to prey on you.

credit card company's love to give collage students credit because they know that in most cases if they can't pay there parents will bail them out of debt I'm surprised you haven't seen the credit card company's on campus here in California there always around trying to sign people up, If you go for it take it from me be care full its easy to spend spend spend but not as easy to pay!

If you have an adult with a solid credit history as a co-signer, you can get all kinds of credit cards.
