It's an emoticon (emotion icon)

People use emoticons to express emotion when communicating using written words. It became popular in the 1990's and remains so today.

To see an emoticon, simply rotate the characters 90 degrees clockwise.

In this particular case, the equals sign represents two eyes. The lowercase 'o' represents the nose. And the uppercase 'P' represents a mouth with a tongue extended.
