what's the question?

are you wondering whether to put it down? b/c if you are, ask yourself if the dog is in pain or how bad its' quality of life is. 8 years old isn't very old at all for a dog. don't just put it down b/c you can't afford the vet bills anymore - i'm sure there would be someone who is willing to invest the time and money into this dog.

Diabetes - treatable with proper foods and / or medication / insulin.

Allergies - to what? Fleas? Could explain the hair loss. Food? Be sure to give the right food that agrees with her (through trial and error) or prescription food (expensive though) through the vet.

Hair loss - why? Fleas? Allergies? Thyroid? Alopcia? Mites? Fungus? Ringworm? Pyoderma? Cushings? Atopy? From diabetes? Drug reaction? Reaction from a shampoo?

Did you get this dog from a pet shop?

You need to take it to your vet for an exam and diagnostics. Anyone that thinks that they can diagnose hair loss without diagnostic data is entertaining fantasy. There are numerous causes for hair loss and different appropriate treatments. You can't get either from pseudoveterinary "experts" on the internet.

Probably a thyroid condition. Sounds like that dog was at the shallow end of the gene pool.
