some people say "don't cut it"
But in the long run you'll have healthier longer hair if you let it grow out but cut about a half an inch off to prevent split ends and help it grow faster. This won't work if you cut a half an inch off every time it grows a half and inch. Make sure you're cutting less than what has grown, otherwise you won't get anywhere.

GNC has a supplement called "Nourishair" that makes the hair grow faster, you can read what's in it by googling it.
Also ProCaps labs sells a "hair skin and nails" formula that does the same thing, supports hair growth and health
If you take only Biotin alone, make sure you take at least 2.5 milligrams or 2500 micrograms [the same thing] a day because thats' a good amount to take. I use the Nourshair supplement from GNC now and my hair is growing faster than it did, but it took about 6 to 8 weeks of daily use to see results.

The best way to do this is to wash it properly each day and take good care of it. You do need to get a trim every now and then to keep the dead ends off so it doesn't split up your whole head of hair. But if that is all you get for cuts from time to time, then before too long your hair should be nice and long and healthy.

Sounds crazy, but perming always makes my hair grow like it's on steroids. Get it done at a reputable shop and pay the bucks for a good perm.

I also find that wearing my hair in a french braid pulled snug (but not eye-lifting tight) works at lengthening the hair faster. And it's a good casual style for those permed curls.

let it grow! I wanted to kno the same thing so I asked my hairdresser. She said the average person grows 6'' a year so you'll just have to wait. The best thing to do is to keep ur hair healthy and dont get high lights or dont dye ur hair while u want it to grow

Don't cut it...
Don't shampoo EVERY day (that dries hair out and makes it frizzy)
Don't use conditioners with 'cones in them (anything in the ingredient list that ends with "cone"... because it is a silicone and coats the hair making it heavier)
Get it trimmed regularly (about once every 2 months... and only a quater of an inch at a time)
Don't use heat on your hair (unless absolutely neccesary... such as blowdrying, ironing...)
Take vitamins (the best vitamins, I know it sounds weird, but prenatal vitamins... trust me...)
Drink your water.
Oh, and dont color it (if you do.. use semi permanent hair color... or ammonia free... and definitly NO bleach)

Take care of it and get regular trims. It sucks to have a growth spurt only to have 5 inches chopped off, because of split ends.

I've had success with Infusion products and I try to avoid putting heat on my hair except to touch up a style.

There are hair, skin, nail vitamins out there, and I've heard that they work too.
