Rule#2 - Find a guy that is trainable. If he cares, he will at least make an effort. If he is willing to learn, then you can have fun teaching him.
Rule#3 - You are right. Sex is the icing on the cake, not the main course. My guess is there is too much TV. He can either have Prime Time or Prime Rib. Get rid of the distractions and if that doesn't work, get rid of him.

I wouldn't be so quick to dump this guy. He's got many good qualities:
- He likes you
- He understands you pretty well
- He knows what he wants
- He can express what he wants
- He can express what he wants to you
If I were you I'd fight to keep him.
Some other facts for you to consider:
- Most guys hate romance and "getting in the mood"
- If you want romance 100% of the time he's right, you are selfish and demanding
Why not negotiate with him...you get romance some of the time, he gets his quickie the rest of the time. Compromise is what relationships are all about.

I'll climb back up on my soap box for a moment here -- this is what happens when we decide to have sex without being in a serious relationship! Now days girls have no problem providing guys with the casual sex they want. Trust me, there is no better sex than married sex! Find a man who is willing to wait, and is willing to commit himself to a monogamous relationship with you! God bless!

The problem is that he wants to make love to you BECAUSE you had a fight. It's his way of giving you something special and personal to make up for the fight. If you reject him, you're rejecting his attempt to make things better.
Somehow you have to find common ground on this. If he wants to have sex after a fight, try making something romantic out of it.
You could run a bath and climb in with him. Talk it out. Then make love.
Or, you could say, "I need a massage first." Talk during the massage. Then make love.
Don't forget, "make up" sex can be fantastic.
