Definitely wash any rice before cooking and make sure the water runs clear before you do anything with it. The reasons being that a) You don't know where it's been processed and packaged and they probably used pesticides and b) Rice is very starchy and when the husks are removed it leaves a layer of starch on the grain. It will stick and become gluggy if you don't wash it before hand.

It's actually a good idea to wash the rice because you never know what has been rolling around in there.
Sometimes moths will crawl around and that dusty stuff that is on the moth will rub off on the rice.
The heat from your rice cooker will usually sterilize whatever germs, but washing certainly helps.
It's the same thing with apples or produce you find in the market. You don't know who has been handling that stuff or what kind of chemicals were used to treat it.
When people put vegetables in their meals, they wash it. You're better off washing rice as well.

I rinse the rice several times, until the water runs almost clear.
I use equal amounts of rice and water, a bit of olive oil, and a pinch or two of salt. That is the only way to cook rice. I don't do that instant garbage, or put butter in it. Nasty!

Always wash your rice. Even if it looks clean, you really should wash it.
I know that this does not pertain to your question, but I wanted to share. I live in an area that has numerous rice farmers. They have bumper stickers that say "EAT RICE, POTATOES MAKE YOUR BUTT BIG".

You know, I'm a germ freak and I never even thought to wash my rice. I guess I got too comfy knowing it was going to be boiled...but now I will wash it.
