In all instances, yes...

If you have a green left arrow, and through traffic has a red solid light, you'll get a ticket for running the red light.

If both you and through traffic have greens, you will get a ticket for disobeying a regulatory sign (the sign next to the left arrow that indicates left turn/u-turn only, as well as the markings on the ground that indicate that it is a turning lane only).

Depending on the situation, it can also be very dangerous.

Its not only possible to get a ticket. Its very likely you will get creamed by the cars turning left from the other side of the intersection.

yes, unless there was a green arrow with a separate green light, and you weren't in the left turn lane.

Yes it is possible it's just like a no turn on red you are suppose to wait until your arrow or your light, but that's on you.
