for a 2007 vehicle, A Bank a Credit Union, Dealer arranged financing or somewhere else? Where have you found the lowest rates?

Some NEW car dealerships are able to offer :
the obvious, Manufacturer owned lender
a variety of banks
& some dealers are affiliated with C.U.D.L.
(credit union direct lenders)

It is a good idea to check with your own bank (or credit union) BEFORE you go to the dealer, to see what interest rates they have available.
That way you will know what the HIGHEST interest rate you will be able to get. Then ask the dealer if they have any lenders that can give you a LOWER rate than you can get on your own.

I also suggest that you read the "transportation section" of the Sunday newspaper....
Each week the "Chicago Tribune" & the "Chicago Sun Times" publish a chart showing a variety of (current) lenders auto loan rates.

Hope this helps!
