It hasn't been announced yet, but probably sometime in 2007. And if you just bought stamps, you can still use them up - the post office sells makeup stamps of 1 or 2 or 3 or 4 cents - whatever the difference between the stamps you have and the new rate. I am currently using three 13-cent stamps to mail letters - 39 cents.
