The eldest orphan child in a family is entitled to receive a full assistance package (assistance in the form of livelihood and house if he is already 17 years old). Oprhan children aged below 17 years old will be assisted by their families or foster families until they reach the age of 17 years, with the requirements that they can RECEIVE the house ownership right but the house ownership certificates are kept in the bank until the orphan children reach the age of 17 years.

The word order is a bit odd. I would say: ...with the requirement that they can receive the right of house ownership, but the certificates...

Also, "Orphan children aged below 17 years old" is more commonly said as "Orphan children under the age of 17".

The word right is fine. I would put a comma between 'right' and 'but' or use the word 'however' in place of 'but' and still use the comma.
