Right now, with what's going on in Iraq and the memory of September eleventh forever burned in our brains, we need a good laugh. Without humor, this world is impossible to live in. Not only are we in the middle of trying to deal with Iraq, but we're also witnessing murders, robberies, rapes, sexual predators, et cetera on the news. With all of the terrible things going on in the world at the moment, you need some kind of a balance. Humor is what helps balance the good and the bad. If you can laugh about the little things, it makes life a little more tolerable and a little less impossible to live day in and day out.
In other words, the quote's simply saying that without some humor, everyone would be miserable and a miserable life is one not worth living.

simply, that if you don't laugh, don't smile, whats the point of living? laughing and smiling show that your not happy. who wants a sad life, seriously? would you like anyone without a sense of humor? probably not. in bad situations or in punishments, with no humor to get you through, those bad situations and punishments can last a very long time.
