Most criminal convictions are a matter of public record, unless they were for a juvenile or sealed by the court for some reason. Most county court houses maintain some form of paper or electronic database that allow for a search. However, there is usually a fee involved, to make money for the county and to discourage casual snoopers. You will need to have good biographical data on your neighbor prior to the search, at least the correct full name and if possible, the date of birth. Additionally, if you are curious about possible sexual predator issues, most states have some form of Megan's Law database.

Came home from work, my door was locked, He was nowhere around, so I knew something was wrong ,Only I live in an apartment building, so the manager told me what happened!
