Funny you mention a license for parenting "Nightprowler". You have to be found fit for- and then receive a license to be able to: fish, hunt, drive, film, sell, fly, work, prescribe, heal, and a host of other activities that pale in comparison to the importance and difficulty of parenting. Yet any Jo Smo can bring a freaking baby (or 6) into this world. I'm going to ask this as my next question now.

Do you mean like those people in third word countries , who have 13 kids who look like they are dying and starving and are having more kids...???? really if you had any kids and they were starving to death in front of you ,and sicker than hell,,, would you keep having more???? those people aren't too bright,and should learn to stop f#*king maybe the U.S.A. should spend millions more dollars fixing them too...maybe we should fly over and drop a couple of million rubbers.....or provide them with health coverage...even though our govt. cant give the people here that...or maybe your talking about the people in the US. like crack heads and other losers that dont even care about their own kids...its a shame any of those kids have to suffer like that...maybe people should have to have a license to have kids...like they do to drive a car,or own a buisness...or catch a fish... who..knows im sure it will never change...

Well... unfortunately... there will always be stupid people in the world. Trying to educate them is almost impossible, especially since kids today are not disciplined at all anymore... they won't listen.
Short of beating it in to some people, it's almost a lost cause.
When i was in high school, there was a class that made kids partner up and take care of a Specialized Infant Doll. This was to simulate what having an infant was like. It certainly did the trick as far as the promiscuous whores at school were concerned.
Perhaps a simulation type excersize... or if they don't learn by then... sterilize the bastards. Extreme, yes... but sometimes extremes are needed to get through to some people.

We Can't. Sex Happens, And so Do Pregnancy's. If The Parents Would Do Their Jobs, Then Maybe The Pregnancy Rating Would Go Down, But u that'll Never Happen.

The first and best thing we need to do is stop the insanity of teaching abstinence only sex education. Judging from some of the questions about sex obviously posed by teens and tweens, the lack of factual information about intercourse and birth control is dooming an entire generation to unwanted pregnancies and STDs.

You are implying that irresponsible people know that they are the irresponsible ones. Education is the only answer. That, and fear. Unfortunately, irresponsible people do not care about education and most of them aren't scared by what rational people are scared of.
Sadly, I do not think that there is an answer to this.

we cant. thats simple. There is nothing that we can do about it. The parents of the children probably had a terrible experience in their lives from their parents. Not to blame all their parents, but there is nothing we can say to stop people from having sex.

That's a good question. Attempts have been made to legislate morality and ignorance but unfortunately there is little you can do to legislate against stupidity. I am referring to the infamous McDonald's coffee lawsuit.
