A dll file is a Dynamic Library file. It used by a internally by program and should not be otherwise manipulated.

They are only useable with Microsoft windows.

For instance if you install a program it will most of the time be made of one executable file called xxxxx.EXE (i.e. the file you will double click to start the program) and some dll file files. Those dll files contain all the missing parts needed by the exe file to work correctly.

Some dll files are so useful that they are provided with Microsoft windows and are used by most of the programs running on your computer

You do not open a dll file. A dll file is a 'dynamic link library' that programmers call when writing programs as it is easy to just call up the printer dialogue (for example) rather than having to program all the code to make your own printer dialogue.
Just leave the dll alone. You may get none-functioning software programs if you change it or delete it.

Windows

DLL files are part of the Windows operating system and are opened and used only by Windows itself. You can not open a dll file or do anything with it.

I recommend you to do not tuch dll files there are from Windows.
(there is no program that can read this files)
