There could be a lot of things at play here. They could have coordination problems or they could be afraid to drive and that could be stopping them subconsciously from being able to learn to drive. It could even be something as simple as having vision problems and not knowing it until they needed that vision to be able to drive. Sometimes on something like this you just need a lot of patience and a wide open empty parking lot where someone can get their confidence up. Don't get discouraged and just take it slow and try to pinpoint where your problems are with the driving. Is it with steering or getting the proper speed attained or what. Also you might consider that he car you're trying to learn on could have some sort of mechanical problem and if that's the case than it's going to make it hard to handle and make it seem like you're having problems learning to drive so all options must be thought about. Good luck.

Nothing is wrong with the person. Possibly anxiety associated with driving. Are you afraid of having an accident? Hurting someone? Do your practicing on back roads until you get a feel for the vehicle and how it handles at speeds where you are comfortable. Then up the challenge in stages. As a retired fighter pilot, I routinely flew in combat at 200 feet and 500 knots after EXTENSIVE practice higher and slower over friendly terrain. Choose your terrain (back roads, light traffic) then challenge yourself at YOUR own pace. Happy motoring.
