Of course you should. Otherwise they will have to guess. Don't you like things clear? Now, it depends also on your motivation and the response from the other party. Like the saying goes. It takes two to tango!... I'm not talking about throwing yourself completely blinded into a relationship but yes definitely one should tell a person that she is attracted or interested in knowing him/her better.

I would write them a letter.
Nothing passionate, just something like this:

Dear (name):
I am writing you to tell you I'm inlove with you
But I am certain it will pass.
So you mustn't worry.It's no threat to you.
I just needed to get this of my chest.

Sincerely (or Love)
your name

In my experience it has always been better to write than to just tell. It gives them (and you) some space. Besides if they reject you it's not so devastating.
Also, the less passionate you make it the better.
By saying "it'll pass" you're leaving room for that possibility.
So if they're mean to you, and reject you (and I've been treated that way many times) you haven't thrown you're pearls to the pigs,and it will be easier for you to get over it.
You won't feel like a fool in other words. That's the worst
Also by writing them you're surrendering. You're telling them the ball is in their court.
Save your passion and your declarations for when they're already your lover.
That's the best.

Sorry, but DUH!! How else does anybody get together to make a couple?! It's called communication. It's necessary to makes words and language work. The birds do it and the bees do it... so do vultures and tasmanian devils. We are the only ones that are so arrogant to think that the other person can read minds.

Lesson in LIFE:NEVER EVER LET A GUY THINK YOU LOVE HIM.One good advise a friend gave me is; Never let a guy be too comfortable with you,let him know you like him...but also let him know that your life does not depend on him...that if he messes up...U will drop him faster than a hot potato...

Yes you should. The worst thing is they say they want to be friends and that's a good start. Life is too short to hold on to our feelings.

if you want them to know then you should defineitely tell them, but straight up...never have a friends tell him or give him a note...that's the worst thing you could ever do, becaue they won't take you seriously...trust me on this, life EXPERIENCE

well all i have to say is admitting the fact that i liked my b/f before him......made a REALLY great relationship......he asked me out 2 hours after we got off the phone.....so yea....u shud tell that person if they are free!!
