How?
I have a hobby of taking my shortwave radio out on my deck and listening to Spanish broadcasts. I can understand about 20% of the words and I like to look up what I don't know in a dictionary.
I'm wondering if this can help improve my language skills.

Definitely, my friend. Over time, you'll be picking up more words. However, your method is lacking one part of the process of learning a new language and it's that you are only listening and not practicing the spoken part of the language.
When I finished the fourth grade, I was abruptly changed from a Spanish speaking school to another one in English. So almost all of the fifth grade was like listening to an English radio broadcast. By the end of the year I had learned a lot of English (started out with the curse words, of course). By the middle of the sixth grade I was already fully bilingual. A very good and practically accent-free pronunciation eventually came a couple of years later.

I don't think I understand your question - I mean it seems like you've answered it yourself. Why wouldn't doing that improve your language skills? There are four key skills involved with learning a language - writing, listening, speaking, and reading. You're working on at least two of those while you listen to the Spanish radio station.

I have done the same thing by watching Sabado Gigante and listening to local AM in Spanish..(gigante tresse trenta, radio FESTIVAL!!). My Spanish is pretty poor, but every new word I pick up helps, and I definitely know what a corazon is from Spanish love songs. Also check out the recordings of Ricardo Arjona. He is a very talented singer/songwriter who's music is not unlike middle of the road eighties pop. It's a tad political, but I learned quite a bit from him (Santo Pecado =Saint Sinner).
Keep it up! Our Spanish speaking neighbors are arriving, and those that can communicate with them are way ahead in the game.

Yes, it will help...every thing you hear or read that is in spanish will help you to improve your skill...those are ways of praticing, though the progress you'll see in the beginning is not going to be enormous, but you will notice it.

Probably about as much as listening to Wolfman Jack helped kids learn English in the sixties and listening to Howard Stern help people learn manners today. Good luck but dont hold your breath

Yep. Also try spanish language tv...sometimes the visual of the situation will help you figure out what they are talking about also!
