Season the hamburger well with salt, pepper, and some onion or garlic salt and a dash of Worchestershire sauce if you have those ingredients. (You didn't mention having bread or cracker meal to make meatballs, so I'm assuming you don't have that on hand.) Form into patties or cutlet shapes. Fry the hamburgers, and when they're done, set them aside.
Strain out the browned bits, and use the drippings to make a brown gravy with the flour and milk. Brown the flour first (a tablespoon or two should do it), then proceed as usual for making gravy.
Cook the spaghetti and brocolli separately. Chop the brocolli and toss with the spaghetti and some butter. Season to taste with salt and pepper. If you have a small chunk of some cheese to grate and add, that'd be even better.
That way, you have both meat and a side dish, which stretches out the ingredients to feed a few more.

The best I can think is this:
Cook the pasta al dente or maybe just a little bit under cooked. Then saute the hamburger meat (crumble it while in the pan)
add to the meat some seasoning, the broccoli, and please tell me you have garlic, onion or spinach or something like that and whatever it is added to the meat as well then let it aside and remember to drain the fat out.
Once you have this done, preheat your oven at 375*
Then take 4/5 tablespoons of butter & melt in a pan ** do not let it burn
add the same amount of flour and cook the 2 of them together for aminute or 2 then add 1/2 cup of milk and whisk to disolve the butter/flour mix into themilk. Then add 1.5 cup of milk more and whisk add some salt/pepper and let it cook on medium low until thick and creamy. Turn off the stove and add some kind of cheese parmessan, cheddar or mozzarella will be perfect stir together.
Then mix the pasta and the meat/veggie mixture and half of the bechamel sauce and put it on a casserol dish, then top it with the rest of the sauce and bake for 25/30 minutes.
That is the best I can think to do & probably what I would do if in your case... GOOD LUCK :)

With the butter and flour, you can make a rue, then thin it to a sauce with the milk. If you can find some Parmesan or Romano cheese in that bare cupboard, you are on your way to making a tasty sauce for the spaghetti. You might also season the hamburger with salt, pepper, thyme, basil, garlic, onion .. and add some beef stock to the above sauce, maybe something like Swedish meatballs.
Just be a little creative, you sound like you know how to cook .. just need a little inspiration .
I am sure he will be impressed.

Well, it's sounds to me like a homemade hamburger helper night. The others are right about making a sauce out of the milk, flour and butter, but brown your meat and add the sauce and some cooked spaghetti and you've got a meal.

Well you have the basics for a bechamel sauce: Butter, flour and milk... so you could do the meat in meatballs if that's what you prefer and then do a white sauce by making a rue with the butter and flour and then adding the milk.. it might be nice to have garlic to put in and make it a garlic-ish sauce or black pepper for a little kick... then serve over spagetti and with broccoli on the side....
