For one, it limits the number of 'thanks for the 2 points' quirks that some of these 'answer-surfers' can get.
Second, if you want 10 points for a best answer it would hopefully encourage you to put more effort into your answers, since you only have so many chances. But, I've never got to the limit in one day of answers, only questions, and not even that lately.

It makes people work hard to attain levels that will allow them to answer unlimited questions. It's motivation to keep coming back. It's the same as level-based video games. Take Phantasy Star... you keep playing so that you can attain higher and higher levels and get access to cooler stuff... same thing here. They figure people enjoy answering question, but that isn't enough to keep people interested... so they make it into a game of sorts.
