C:\Documents and Settings\(you computer username)\Local Settings\Temporary Internet Files

What makes you think it is missing?
Do you have your options set to show 'hidden folders' ?
Where did you look?
Does web sites give any errors looking for a temp folder?
Did you do a Windows search for "TEMP" ?
results ?

nicely, wat i say you do is attempt to get carry of a document from the internet, does not remember what this is, and seem at the place its going to get carry of that document to yet do no longer actual save that document, then basically direct your self to the place ever it stated it grew to become into going to save that document and the only you lost must be there
