Or should we inform immigration that we are planning on marrying and me moving from the uk to be with him in the states

Yes, you can go to the US (with valid visa), marry your fiance, and file for adjustment of status ("green card") while in the US. You won't have to leave the US.

You can go there with just your passport and get married. I did this. However, if you intend to remain there more than 6 months i.e settle, you technically need a fiancee visa before you enter the country. However, I think if you get married without the visa and then apply to stay in the country they would probably let you stay.

However, once you get permission to stay there are restrictions on your leaving and re-entering the country for a period of I think 2 years.

In principle, if you are actually planning to stay there with him, you should get a K-1 visa for yourself and a K-2 visa for any children/dependents you need to take with you.

If you were planning to just go there, get married (e.g. to spare his family having to fly to England to watch you get married - for precisely this reason, lots of international couples do two weddings, one in each country) and then return to England - then a tourist visa would be enough. And now that I think about it, since you're from the UK, basically you don't need a visa to enter - only if you want to stay for an extended period of time.

My gran-daughter married a man from Venezuela about two years ago and he has been trying ever since to get his citizenship. I wonder why it is taking so long, but we are assured it is going to be approved soon. So the answer to your question is yes. Make sure when your husband to be fills out the marriage license that he does not try to cover up the fact that you are not a US Citizen. They frown on that.
