I need to put an appropriate message on a cake & banner for a new U. S. citizen what would I say other than "Congratulations"?

My friend's Russian wife got her citizenship here and we tried to take a picture of her with her certificate on the steps of the building, but were chased off by a security guard who told us we couldn't. I have a picture of my Grandparents standing on the steps of where they got their citizenship back in the 1920s. Amricans today should be offered the same opportunity.
We need to get rid of these thugs who are ruining our country.
