I'm going to a Yom Kippur service and I haven't been to one in a million years. What would be appropriate to wear? Also, is it okay to wear jewelry, makeup, etc?

It depends on how traditional you want to go, which is all white. And in that aspect, no it is not Ok to wear makeup, or jewlery. You should also make sure that none of your clothing (esp. shoes) are made from animal skins.
If you don't want to do this, regular temple wear. (a nice skirt or dress)

It would be better to dress down if you are going to a Yom Kippur service. The idea is to spend the entire day at synagogue, atoning for your sins, fasting and hoping for forgiveness from God. You should also spend your time asking for forgiveness from anyone you may have hurt or offended in the previous year. It is not a festive holiday.

Wear your best and sure it is OK to wear jewelry and make-up, just keep it simple.
