You're just going to have to keep talking to her and explaining to her that it is not appropriot. It's hard for a child that age that doesn't care what other people thing of her and really thinks it is fun to be naked.
When she does this try to distract her by giving her attention about something else she likes to do or is good at. Maybe try to keep her hands busy when she is in public, give her soemthing small to carry with her to occupy her with. Maybe a cute little purse just her size? A small doll in the other hand?
Try overalls (some pretty ones). If she refuses to wear them then just tell her that she can't go out shopping or to visit anyone until she agrees to wear them.

You are her mother. Don't let her run the show, she is only 2. Make her wear pants or shorts until she can wear a dress with out pulling it up if its really bothering you that bad. Make sure you explain to her that you don't do that when you wear a dress & if she does it she has to put pants/shorts on. Then let her wear a dress & the first time she pulls it up take it off of her & put pants on her. Tell her she can try wearing a dress again tomorrow but if she pulls it up she will have to put pants on again. Be consistent, don't give her only one chance one time & three chances another time. If you give her three chances the first time always give her three chances, if you only give her one chance the first time then always give her only one chance. She will figure it out & stop pulling her dress up. Good luck.

you are the mom. I had this problem with one of my girls. If it's an option here are some ideas: -schedule 3 play dates or trips to the park in one week, make sure that she knows about them, lot of hype. if she flashes people, cancel the next play date.
- if it continues to be a problem no leaving the house without pants, explain to her why
- go over which parts of our bodies are private
-wait a period of time (starting with small increments like 5 min and working your way up) and reward her (hug-I'm so proud of you for being a big girl and keeping your skirt down) after a bit if you think that it's ness. you could plan to do a big girl thing like go out for tea.

First. She will grow out of this phase. It'll probably take a few months.
Second. Be persistent. Even if she keeps taking them off or lifting her skirt. Keep saying "no".
Third. Keep explaining to her why its not okay to lift up her dress or take off her pants.
Eventually, she will get over it. Good Luck

dont put dresses on her . tell her she cant go outside unless she puts shorts under the dress . keep doing it for a week or so and see what happens. good luck

If she really likes to wear dresses, tell her that she can't wear them anymore if she keeps behaving that way. That may help.

just be patented and dont let it make you to made. just keep pulling her dress down and let her know that it isnt right to flash people. SHe will get the hang of it.
