It depends if PA has what is called a compact with those other states, if they do you will get the points on your license. Most states now do have compact.
Call the PA bureau of motor vehicles and ask if PA has compact with those states

If those states report to your state. I had a CT license and got a ticket in MD. It was never reported. My insurance rates didn't even go up.
