she is a teenager but she wants to go there with a guy who she isnt even dating. i told her that having sex is illegal under 16, which she it and it is, but i also said that going to third and being caught would result in the police telling her parents and giving her a fine for lude conduct in a public area. Also, i found out that before she has come to school drunk. How do i tell her what she is doing is wrong, and how do i stop her???

Just tell her. There isn't really any better way that to come out and let her know. It may be rude, it may be gruff, but would you rather see her pregnant? (by the way, third base is not sex)
But, you also need to let her know, that no matter her decision, you will be there for her no matter what. You want to let her know that whatever she decides will not affect your friendship.

Well you probably can't stop her. Kids do what they want to do, even if they have to sneek around. Tell her that getting attention from a boy that way is going to leave her emty. He is probably using her. And tell her she is worth more than that. If all else fails tell her parents!!
