Nowhere.
It's an ancient Egyptian superstition based upon their worship of snakes.
The egyptians admired how a snake shed it's skin every year, and considered it a sign of eternal youth.
So in order to stay younger for longer they decided to cut a piece off their own snake.
There is no religious background after that to back up circumcision.

It was really just a Puritan obsession with masturbation. They figured it would be harder to masturbate with a mutilated penis. Less that 20% of the world's male population are mutilated in this way. The trend is swinging away from doing this as a routine procedure in America as it has risks associated with it and is a liability to doctors and insurance companies. It is also completely unnecessary to routinely sexually mutilate babies in this manner.
