credit card holders are not recieving their monthly statements, so how is this legal?? they call before the bill is due and have a $12.00 fee for you paying it.

Check to see if accidentally agreed to no paper monthly statement. Many credit card companies are trying to save money by not sending out paper statements. Several mine send me notices on my email. Maybe on the application, in fine print, it said something like " I agree not to get a paper statement, and to pay over the phone at a fee of $12 per month" I wouldn't put it past some of these credit card companies.
