No. Man and animals of the early generations made their laws according to their beliefs as brought by nature. Starting from the rising and setting of the sun and most weather conditons such as storms, lightnings, thunders, earthquakes, fires, floods and volcanic eruptions which they attribute to an angry God. Eclipses and falling stars have been their early signs for good or bad omens where they have formed a belief of what and what not to do to make their God/s happy or angry.

Yeah, like the above guy said-tribal law when we were cavemen and stuff, basic grunts for "don't do that" or "do that" or "give me your daughter because I'm the ruler and I don't care what you think"
