For it seemed good to the Holy Spirit, and to us, to lay no greater burden on you than these necessary things: that you abstain from things sacrificed to idols, from blood, from things strangled, and from sexual immorality, from which if you keep yourselves, it will be well with you -Acts 15

This was theling those who claimed that all must still keep the mosaic law that those who answered to God's call no longer had to keep the "old law" to recieve Salvation. That The Church was open to all.

You know, there are many theologins who would tell you all the Bible is both Law and Gospel. It depends on how you see it. For instance, "You have no other Gods before me" is law to those who are not saved becuase it condems them, but is Gospel to the saved becuase it is right and true and saving to them. This is one of those verses. Yes, it is law, if you aren't saved. But, if you are saved, why would you want to do these things. There would be no point.
