My first thought is that she is already seeing someone. Or the next thing could be is that she is shy. You might have some attraction to her and she may have some for you too but you really won't know what to do next unless you just come out and ask her one more time to the movies or dinner and if she says not today, that is when you jump in and ask her if she is seeing someone and if she is I think she is not serious with that person because she would have told you the first time no when you asked her out. I really don't understand why she would turn you down if she was interested in you, maybe she has a busy schedule and can't do something the same day you ask her, try asking to go out and do something about a week or atleast 4 days in advance. If she still turns you down, ask for another day riight then and there. If she still refuses then I would back off, still be nice to her if she smiles or chats with you at work, but let her make the first moves.

She probably likes you. When you started showing interest to her, she lost interest in you. That's the way the dating process works. You must make women work in order for you to accept them. If you give in to easily, you show her that you are not selective, but desperate. Women do not like "nice guys", they like the popular guys that can have any woman.
Time to recoup. You lost this round. If you play your cards right (such as flirting with other women in front of her, while ignoring her reactions, but not being rude), you may have a chance to get her back. Otherwise, just forget it.

Are you asking her to meet with you during lunch break? If so, maybe she has plans. She said she would dine with you, but you never asked when.
Next time, ask her what her plans are for dinner the following day, or a couple days ahead, that way she can plan. You might get lucky by her saying yes.

If she turned you down twice - sounds liek there are some issues. Is she married? Did she give you reasons why she couldn't go? Be up front & honest - tell her how you feel and base your next moves on her reaction

either shes with someone right now or there's just something about you. work relationship and off it are very different things. unless your positive conversations are not about work, you're probably boring. give her space to ask you out, since you already asked her. nothing stinks like obsession and desperation.
