I'd reccommend going to the pet store and observing how they clip the parakeet wings there first, and then if possible also borrow a book or buy one on parakeet maintenance for quick reference - there's tons of delicate nerve endings in the wing that could bleed, hurt, itch and cause misery and pain for the rest of the parakeets life if done incorrectly. It's the same as incorrectly clipping a cat's nails- if done too close to the paw, it'll sever a nerve ending in the nail and it's insanely painful to the creature.

Yes you can clip it's wings.

1. Put the bird on it's back in a towel
2. spread out it's wing and cut the feathers from the bottom up on a right hand slant
3.when finished place bird back in cage and look at the wings the bottom feathers should be about 1 to 2 inches longer than the top.

But if you are not confidant that you will do it right bring the bird to a pet store so they can do it for you.

Good Luck !

Please let a Professional clip your bird's wings. Just as most people let Professionals cut their hair, you should allow the Pros to groom your bird's wings.
Some people may respond to this question in a negative and derogatory way without really knowing the subject.
"To clip-or not to clip" has been a question for years. Until you have seen the aftermath of well loved birds who have broken their necks smashing into walls or mirrors, or flown into a hot pot, you will not realize that controlling your bird's movements in a confined area (your house) is crucial.
Clipping is one way of doing this.
Clipping is like a haircut. It doesn't hurt the bird if done correctly.
Many people think clipping is "Pinioning"; a surgical practice that ceased decades ago.
They are not the same thing. Clipping is not permanent and just like hair, the feathers grow out and are replaced by new feathers.
Unless you want to pad your walls, stop cooking, and cover your toilets all the time, clipping will give you more control over your parrot's movements.
You don't allow your children to play in the street-please protect your birds with proper training and clipping. If you want to keep companion parrots and do not want to go through months of intense "Free-Flight" training, this is a crucial procedure.
You either train them to free fly...which means YOU have to learn how to train them, or you clip their wings. It's up to you.

yes their wings can be cut, but if you do not know how you should seek professional help so I'm telling you to take them to the pet store.

I found that you can get a pet store to clip them in front of you.
That's how I learned...I do it after seeing someone else who you have confidence in.

Definitely let a professional do it. If they allow you to watch while it is being done, you could learn and do it yourself the next time.
