Farmer's markets have almost no supervision at all. If you want to repackage Cost-Co Jelly-By-The-Bucket then go for it!

Make some nifty labels with catchy names like "Strawberry Surprise" and sell, sell, sell!

every food item that is sold must have a nutritional label. also you need to produce your product in a kitchen that has been inspected by health department and you probably need a food handlers license. i would start with the health department and they should have all the info you need.
