WHY DO PEOPLE FEEL THE NEED TO DO THIS IN THE R+S SECTION?

YES if you keep it short. A YES or a NO.

BUT IF YOU HAVE A LONG RAMBLING POINT THAT TENDS TO GO ON AND ON AND ON THE USE OF CAPITAL LETTERS BEGINS TO LOSE ITS EFFECTIVENESS AND MOST PEOPLE WILL STOP READING AND START TO TYPE THEIR REPLY OF HOW UNPROFFESSIONAL IT IS TO USE ALL CAPITAL LETTERS. THEY WILL TELL YOU THAT YOU ARE YELLING AND THEY REFUSE TO CONVERSE WITH SOMEONE WHO YELLS EVEN THOUGH ALL YOU DID WAS TYPE IN ALL CAPITALS. BUT THE MAIN POINT IS THAT YOU WILL LOSE YOUR CLARITY AND EFFECTIVENESS THE LONGER YOUR USE OF CAPITAL LETTERS CONTINUES AND MOST PEOPLE WON'T EVEN BE READING AT THIS POINT OF MY ANSWER.

Personally I have been thinking similarly that Yahoo Answers should do more to make this site interactive, like providing all the options for editing and typing available in word processing programs.
People do THIS because right now it serves as italics or bold lettering, which are not available to use here.
Sometimes of course people just do THIS because they want undeserved attention.
We will never know who is who until Y!A provides italics/bold lettering.

When using CAPS a point is not made more clear, it's simply made with more force. It's the equivalent of raising your voice to make a point. That is, both CAPS and raising one's voice is meant to capture someone's attention/convey emphasis or force.

Honestly, if we had the option to italicise I would do that more, but since I can't do that or bold and underline words, I CAPS them.

It depends.

Lazy and poor typing skills.
Caps-lock on or broken
Hard of hearing
Lacking social manners -- nobody pays them attention unless they shout.
Insecurity -- makes them feel important.

I think it is mostly done to annoy others because they know it's annoying. It's a power & control thing.

I don't even read those questions. They irritate me.I think I want to type in uppercase italics from now on.
