If you don't have a CD rom in ur case "otherwise use a bootable CD":
1- remove ur hard disk from the case and put it as a slave in another case.
2- format ur hard disk from the primary master inside the control panel --> administrative tools "XP must be the system".
3- Reinstall the windows and choose your slave as the installation directory.
4- after u finish, remove ur hard disk and put it back as a master in ur case.
5- when u start the computer, change the booting sequence inside the bios to "boot from CD".
6- insert windows XP to complete the missing files, it will be auto installed, change the boot sequence to "C" and restart.
7- You're done!

Your question needs a little clarification.
Which Windows version are you using? ME, XP, etc.
If you want to reinstall XP over an existing install do the following.
Insert the XP CD into the drive.
When it starts to boot, exit the installation.
Shut down the PC.
Restart the PC.
The XP disk should start to boot.
It should ask you if you want to "repair an existing installation" or perform a "new install". NOTE: If you do a new install XP will format your HD and you will lose all data currently on the drive. So be careful!
Select the "repair...." and follow the instructions.

If you are using DOS then simply type in format c:
It will then ask you are you sure bla bla bla press y for yes.
Not to hard. I would add /s so that the hard drive keeps the system files on there. Good Luck.
