All under age kids should drink water, but as for alcohol and smoking, no. Not only should all of any group drink or smoke necessarily, this had no age restrictions or quantities. Therefore, from the time you are born until you reach the legal limit (or more likely die) you would be either drinking or smoking. Or you could read it as regularly drinking or smoking, and they still shouldn't do it. Also, you don't specify smoking what. Tobacco? No. Marijuana? No. Crack? Hell no.
It should be the choice of the person, once they are old enough to decide for themselves. I think the drinking age should be lowered or abolished, but I don't think everyone should drink or smoke. It is a personal choice.
I'm partial to the European approach to this.

No way, if they drink or smoke they get addicted and may died because the drink or smoke. My answer is no at all. Children should be alot older to drink or smoke.

OR they can be healthy educated intelligent college graduates who have freinds and family who love them, and after driving home from an important business meeting in their 2005 Ford Mustang, they greet their spouse and enjoy an all italian dinner before putting their A+ GPA children to bed. It's all up to them.

what do they do in Europe? Seems kids there do not have the same level of abuse as here in North America...they have a better attitude...and treat it with more civility than kids her do.....maybe the best approach is to introduce your kids to a small sample of wine with a meal with the family, like they do in France...sit and talk with your kids...and share a small wine with them...at least you can see their reaction...my parents never did that with me...and now I am a drunk!
