GNC has a supplement called "Nourishair" that makes the hair grow faster, you can read what's in it by googling it.
Also ProCaps labs sells a "hair skin and nails" formula that does the same thing, supports hair growth and health
If you take only Biotin alone, make sure you take at least 2.5 milligrams or 2500 micrograms [the same thing] a day because thats' a good amount to take. I use the Nourshair supplement from GNC now and my hair is growing faster than it did, but it took about 6 to 8 weeks of daily use to see results.

fortunately for you, hair never stops growing. sometimes it may seem like it's going nowhere but that's usually because the hair becomes brittle and breaks off.
unless of course you have long hair and its healthy then we get scientific and start talking about the three stages of hair growth. catagen, telogen, and anagen. The anagen phase is the one i want to talk to you about, if your hair never seems to get past a certain point, you can blame it on your genetics. Some peoples growth stage (anagen) is longer than others, hence why some people are able to grow their hair down past their butt and some cant seem to get it past the shoulder-blade. In this case there's not much you can do about it, the growth cycles of your hair aren't changeable.
However there is one clause to this rule of thumb, pregnant women are in a constant growing mode this includes the hair. But after wards most women experience a thing called post-partum alopecia, this is when their growth cycles try to normalize and a lot falls out for a period of time.
this article explains it in more detail:

Give yourself a scalp massage, this will stimulate the blood flow to your head and the hair follicles; will make your hair grow a little faster.
Also, you can pull your hair a little bit (sounds strange I know) but that will also stimulate your scalp.
There are also certain vitamins you can take that may help- here's a link to an article off the BBC that talks about it-

hope your hair grows fast :-)

I would try to replicate the Chia-Pet process. Of course, you gotta watch out for rabbits trying to eat them greens off of the top of your head.
