I do not know at all where masturbation is said to be a sin or crime.
If you are referring to the holy bible, you should ask a pastor or religious teacher.
I have read the story of Onan in the bible, He was given specific instruction to impregnate a specific female.
In defiance he masturbated and ejaculated onto the ground.
I have heard this referred to as the sin of Onan.
I am going to read this again so that I will have it straight in my own mind. IN the meantime I suggest you read it too.
There is also a scripture that says better to spend your seed into the belly of a whore than onto the ground.
I have had these pointed out to me in the past.
I was also told that the bible does not point masturbation out as a specific sin.
The federal government nor law enforcement care if you masturbate, as long as you don't do it in the middle of the mall.
