I was hoping to find where the best city/suburban school districts are located in Portland, OR and if there are any schools I should try to avoid.

Well, Portland, OR will be the same school district for the most part. Each area will have a different school, but they are all in the same district. All public schools are struggling in Oregon, so this is something to be very wary of. The best public schools in the area are actually across the river in Camas, WA. East Vancouver isn't bad and Washougal is getting better. Plenty of Portlanders have moved to the Camas area simply for the schools and many out of staters choose the area also because of schools. : )
